MILITARY SUPERIORITY IS MORE THAN TECHNOLOGY: Military revolutions are missed not only because of military sloth, delusional leadership, or a reactionary romance with the past, but because of a failure at the elite levels of society either to perceive real threats posed by real external enemies or to countenance the sacrifices necessary to meet those threats. Notable examples include ancient Athens and Rome, turn-of-the-20th-century Russia, and France in the 1930’s.
